What to do with the blue recycling bins?

I don't like the latest proposal to use the blue bins for green waste. We've been down that road before. Hawaii loves to talk about "taking care of the Aina." But I think it's shameful that we can't even get the curb-side recycling program going. Some politicians are the worst. City councilwoman Koybayashi is the badest. The people of her district should get rid of her. She's an obstructionist. And I'm beginning to think that our council representative is ineffective too. Where does he stand?
