If you go into the BIOS, you will find a setting somewhere that says which bus to give priority to when it comes to video. Like it will say start AGP first or start PCI first. Make sure that that is set to AGP. If that does not do anything, I would suggest moving the PCI card around to other slots and see if that makes a difference. Also, it's worth changing the setting "Plug-and-Play OS" to the opposite of what it's currently set.
