Creating a slow shutter speed effect

Can anyone please advise me how to make a clip appear to have the sort of motion streaking that happens when you film a shot with a camcorder using a very slow shutter speed? I am using Premiere 6.5 and the shot was filmed normally. I am not looking for slow a motion effect. Thanks a lot for any advice.
