Leeds United losses

Given the news about Leeds' massive financial losses whilst still operating in the PL, I wonder if they can 'go legal' on either Everton or the PL ... or both.
A massive contributory factor in Leeds' relegation was that Everton's survival was secured with a squad that was assembled outside of the PL's PSR rules. But Everton's tactic to delay providing the requested financial info to the PL meant that Leeds have missed out on PL income this season, which we all know is 10 times that in the Championship.
The whole point of PSR was to try to ensure there were fewer administrations and the ripple effect that could impact other clubs to whom transfer payments were due, especially lower league clubs. Leeds, as I understand it, owe a lot to other clubs for such transfers.
So the PL's delay to implement their own rules last season, thanks to Everton not providing info on time, now means the very rule intended to avoid late 'football payments' has probably caused it!
What a farce!
