We were also surprised that the Premier League gave no consideration at all to the unique circumstances of the Club and its mitigation. In circumstances where this approach is followed by future PSR commissions, it would make it extremely difficult, if not impossible, for newly promoted clubs without parachute payments to compete, thus undermining the integrity and competitiveness of the Premier League.
Also, this bit is interesting - not seen it mentioned elsewhere.
That the Premier League sought a sanction of eight points as a starting point was utterly disproportionate when compared to the nine points that their own rules prescribe for insolvency.

As I understood it, Premier League said that Everton got 6, and Forest's offence was worse so they should get 8.
But the Commission said that 3 of Everton's 6 was probably the additional penalty for non-cooperation (apparently the Everton appeal panel wasn't very clear about this). So Forest commission assumed the "offence" part of Everton's penalty was only 3 points. They used the same logic as the PL (Forest were naughtier so should get a stronger starting punishment than Everton), but used a lower baseline (only comparing the Forest penalty to 3 points of Everton's punishment rather than the whole 6).
So, you get an extra three points deducted for not cooperating but a reduction of two if you do cooperate so a net reduction of five for cooperating. Surely it can only be extra for not cooperating or fewer for cooperating, not both.

It's truly bizarre.
My suspicion is that it might be a cloak and dagger way to officially explain away an off the record plea deal where Forest have agreed not to appeal so this doesn't drag on.
There were certainly rumours that it might be four with no right of appeal. Maybe, they couldn't do that and it was an agreement that they won't appeal but I will reserve judgement until the appeal period is over.
If that is the case, Everton will probably get a very mild punishment on the same basis.
That's what I heard ... 4 as long as you promise no appeal

I did wonder what the Premier League were asking for and it is interesting that Forest are addressing that in their comment today. Trying to snuff out a PL appeal presumably.

This kind of shit is why I really want us to stay up.
To show everyone that you can do it without pissing £100m on a bunch of mercenaries and that having a decent scouting team and spending sensibly is another possible way of doing it.

They'll set up.a committee The committee will take weeks if not months to decide Neverton will escape again....
