    They're obviously talking about the same thing. The council seem to think it has been due in for a while (I think because it is so badly written) whereas 2020 clearly explain that it can't be provided until all technical assessments have been done by the council.

    I know who I believe. And it makes sense doesn't it? If a technical assessment by the council forces 2020 to make changes that will affect it's financial model.

    Either way, I thin the council need a PR department because this situation could've been managed much better by them today. Perhaps they should hire Harry Kewell?

                What the hell does funding the projects got to do with the planning application.

                The planning process is assessing the feasibility of the redevelopment. Since when have the council become financial experts.

                Isn't the mipin visit linked to this?

                A planning application does not require financial assurances. If the council seek money they Levy S106 or CIL.

                  My interpretation of the request for a funding assessment is because the two applications are linked with Newlands Park beng the enabling development to fund Power Court. I expect that to avoid a future judicial review the Council require detailed financial appraisals to prove this. In addition, they donít have the necessary expertise to assess these appraisals which is why they need external consultants to advise.
                  What is frustrating is that these could have been requested and provided before now.

                    Your first bit is spot on but read my initial post. GS explains that this if the final report to submit which can't be done until the council have completed their technical assessments which by their own admission aren't complete yet.

                    Imagine if one of those reports established that 2020 needed to change something in the scheme, small or large? That would have an immediate impact on the funding model.

                    Seems to me that the council may have asked for it but 2020 are frustrated that they can't provide it because LBC aren't ready.

                    That's the irony. The club want some ammunition to take to mipim to agree a deal on funding.

                    All planning apps need some kind of funding statement to show (not prove) affordability especially where enabling or facilitating schemes are involved. S106 etc follows that after determination but council's usually like to know the applicant is willing to agree to key demands.

                    Obviously in this case the club can't provide one until the end of the process but the council want it now. Either way this is holding up the club's ability to get...errr ... funding.

                      GS certainly implied that MIPIN was important for the progress of certain elements, can't imagine that he would be happy with the weasily worded: we should be in a position at the end of April to announce the date of the special Development Control meeting where the applications will be considered. either - how long is a piece of string???

                        Reading between the lines, it looks as though 2020 developments would like to take evidence of planning consent to the MIPIN to try and get some tenants/purchasers interested

                          To get funding to build the schemes. I guess if they missed this (as it looks like they will) there will be a seriously big dent in the timing of everything.
