    Thanks for the input.
I tried to inform the police but, even after saying I had the registration number and an independent winess, they just told me to get in touch with my insurance company.

The police are only interested if there is money to be made, they are a for profit corporation, forget it.

The possible fact that it could be an uninsured driver, no mot, no licence etc that they could quickly check on is beyond belief. And donít get me started on the beardy sandal wearing geeks who man the gantry cameras and signs on the M1 between 13 and 10. They are simply there to collect cash.

Are you going to contact the insurance company?

remarkable as it may seem you will lose out by reporting to the insurance company. They`ll load you for an incident even if you don`t claim. Don`t shoot the messenger

Probably not many but the fact is, it's still a crime therefore the Police should want to know.

Here in Norfolk / Suffolk (they have amalgamated road accident reporting) they Don't give a toss about no injury accidents.
Happy to let low level crime go unreported.
Better for their statistics and avoids questions about underfunding.

I would email them a direct question along the lines of "Is it a criminal offence for someone who was involved in a road accident to not report it"?

If they say "yes", then point out that you are making them aware this has happened. You can also contact the PCC for the area.

                      Why is that?
As said in some responses below the driver may have been uninsured etc therefore it might take a dangerous driver off the road, something the police should be concerned about.
                      But thanks for your trolling.

You need a crime number from the police if you wish to make a claim. Simple - like you.
