I don't think a fixed spending cap is the right way forward. I don't much care about a "level playing field" - it's never going to be the case that Man Utd and Burnley have the same financial power and never has been.
The problem that needs to be fixed in my opinion is the unsustainable debt-fuelled spending, signing players with money that doesn't exist, like Everton and Forest have done. That's what leads to clubs potentially going bust, creditors being ripped off etc.
PSR as it currently is is the right rule. Stupid that it's being scrapped in favour of a cap instead.
