Every June, clubs should have the report to the PL or EFL a business plan for the next 12 months that complies with PSR (or successor) and their legal obligations. Clubs can deviate from this with prior approval but not outside of the rules. Such information is shared with supporters trusts.
(It happens in the Conference, but this would never happen as owners would not want to offer information or relinquish total control of their clubs).
Clubs should not be spending more than 75% of revenue on wages. (Note that Luton would not comply in the preceding 2 accounting years).
Have a standard tariff of punishments set out in the regulations which deals with transgressions.
