So whilst Highways England push their way through a judicial review, and, incidentally through RVC Park in their endeavor's to fulfill their contractual obligation to 'Peel ports', thus provide them with a road I.E. “Port of Liverpool Access Scheme”
So Peel Ports have a win-win situation:
1) They will gain a road route
2) They will independently scale up their rail routes to suit their private enterprise needs.
Of course the 'Judicial Review' may force its hand and find the HE scheme unsatisfactorily and reject it. This may then add some impetus to Peel Ports thinking.... and force them to accelerate the Rail freight project (think stakeholders/investor concern).
Otherwise Peel Ports will continue as they are now, and, phase in their rail freight project and happily accept a new road paid for by us.
The Gift we give them will enable themselves via MARKETING to exploit a unique DUAL access (road/rail) situation.
Peel Ports commercial interests over ride everything, unless the Judicial Review throws a spanner in the works.
