I am looking to purchase this gun but the minimum barrel width is .023 inches on the left ( the right is .030 ). Is .023 safe to shoot?

There is no easy answer Alan. Are the barrels pattern welded or Nitro Steel? Was the L barrel honed for pitting? Are there pits now?
Dealers unfortunately list MWT numbers without mention of the location of that wall thickness, and without even more critical wall thickness measurements: forward end-of-the-chamber, the forcing cone & 9" from breech. If the dealer is unable to provide those numbers, I would certainly demand a right of return after those measurements were made if found to be inadequate. .023" in the distal 1/3 of the barrel is usually not a concern as the pressure is typically < 1000 psi. There would be some increase risk of dents however.
