In that serial number range very possible. I have one 20987 that has no makers mark. There is a scattering of no name guns from 22,000 up. The last one that I have recorded is 23,553 and this has L.C. Smith Maker Syracuse, N.Y. on barrel.
I haven't found any guns in the 24,000 range and in the 25, 26, 27, 28, and 29,000 serial numbers are all hammer guns.

The earliest Fulton hammerless gun I have is 30,028, has square lug, large convex ribs, no engraving, fine checkering, Stub Twist barrels. The latest with no makers name is 36,299, rounded lug, vase shaped ebony tip, no engraving on locks.

Thanks to many of our members for their serial numbers and configurations as this is what makes finding these early guns interesting.
