In order for the cocking rods to cock the hammers the lifters are what makes contact with the tumbler (hammer) to cock the gun. To tell if the gun is cocked the, the end of the cocking rods will only have a slight amount of free play, un-cocked they can be moved up and down. If the locks are off and the gun is un-cocked the lock will not go on the gun because the hammer is sticking out past the frame of the lock. It is possible that the lifters or the ends of the cocking rods are rounded and not letting the action cock.
