Many L.C. Smiths have "weep" holes near the loop to let any water out when the barrels were rusted from the factory. Also when they are re-rusted. I will agree with Jent that when and if you see under the ribs, it is not very pretty, but it is also out of the way. There would be some soldering paste left there and this initially acted like a repellent. Also since barrel bores are not concentric with the outside, on some of the final finishing of the barrels in the white, there is usually more wall thickness in this area.
