    The hardest thing here is to remove the broken set screw in the barrel. It looks like it is broken off flush with the barrel. You can try using a good center punch and ball peen hammer and going near the edge try and hit the broken set screw and drive it counter clockwise to move/remove it. If it doesn't work then if you are handy and have a drill press it can be done. Set screws will be a little harder than normal screws. You will need a center drill to start the hole in the center of the broken set screw and it looks to be a 1/4-20 set screw. If you drilled exactly in the center and then used a #7 drill it will remove the set screw body and leave the threads in tack. The piece sticking out of the lug can be removed with a pair of pliers or vice grips.
    Now the lug will have to be drilled all the way through using the #7 drill and re-tap the new hole following the existing threads that were there. Naturally you will need a longer set screw but that is easy enough to find.
    Also on the barrel part caution is needed to proceed very slowly, you only want to remove the broken piece and not drill any farther. The threaded hole can be re-taped with a bottom tap.
    To me it looks like a 1/4-20 set screw, have it measured to be sure.
