    It sounds like to me that when it was apart, someone missed putting the safety link into the slot of the safety. If it is to the inside of it, the safety will hardly move because there is no room for it to go anywhere.
    The clicking noise you hear is the safety slipping out of the detent in the spring.
    When putting these parts back together it is imperative that you try the safety to see that it moves and operates correctly or else you will be taking it apart again. Unfortunately I don't have a two trigger apart or else I would take pictures and post them for you on how it is supposed to be.
    I do have a Hunter One-Trigger apart but that is not going to help you much because the parts aren't similar, but you can see how the safety link fits into the safety.
    By the way, Hunter One-Triggers and Miller One Triggers, the safety is manual.
