Either of those individuals can do the repair and both do excellent work. Depending on the extent of the problem, the repair may require rebluing of the barrels (slow rust rust is the only appropriate period barrel finish). There are many other qualified individuals who can do this work (Bill Hambidge of NC is one such individual) and costs will vary depending on the nature/extent of the repair and (often) the individual doing the work.
