Probably no and no.
"Fair" is not a good way to describe a firearm. For the sake of argument I'll assume a shooter in good mechanical condition. As such it might follow market trends, but the actual value really won't increase.
Restoration? Costs a pile of money that will never be recovered. Restore a gun for your own personal satisfaction, not for monetary gain.
