In the close-up of the barrels I can see the rotary extractor in the lug. The early style extractor, ribs on the bottom of the frame, and engraving pattern (borders, top lever, maker's name, etc) are all consistent with early 1890's manufacture. There were no steel barrels in use at the Smith factory then, so I'd say 99.27% chance they are damascus.
