Roger, during the time of the Crimean War it is understandable that barrels were not exported from Belgium. However there is no record of any type of twist or Damascus barrels being made here. Also around this time period Damascus barrels were on the down side and most hammer guns were being produced with Royal Steel which I believe to have the same steel content as Armor Steel.
It is very possible that Hunter Arms knew of the upheaval in Europe and decided to go with steel barrels, although in their catalogs of this time they did state that you could special order Damascus barrels, so they must have had a good supply.
It looks like my friend, that you are deep into this and for the Winter Journal expect an article on this topic.
