Records Question

Can single lift records be broken at the Central USA Open? From the rulebook, it appears that World records can only be broken at the World meet. Is that correct?

State and National single lift and full power records can be set at APC state and and other APC sanctioned meets, such as the Central USA Open. World records can be set at the APC Nationals, any WUAP/APC sanctioned International meet, and the WUAP Worlds.
