These items for discussion and vote at the AGM were sent to the executive committee but need to be seen by the membership for discussion. All members need to be informed.
- The Treasures brings up the state of the GPC finances.
- Explanation of the GPC financial situation.
- Situation country connection.
- Voting: In the original AGM the rule was established that each country would get one vote at the AGM. It made no mention of the Executive committee casting additional votes. At the beginning of the meeting we need to establish who the voting delegate is for each country and let that person cast the vote on issues and elections. I want this matter to be voted on and established first in the meeting.
02. By Wim Elyn (Belgium).
- Proposal that in every Continental or World championship, both at the weight-in and the administration table an overview is, kept by a control giving GPC Official who is informed concerning the problems own to this specific matter.
03. By Mr. LB Baker (USA).
- At the AGM in 2005 it was voted that we should establish by laws to make a separate rule of competition form the running of the organization. No work was presented before the AGM in 2006 when L B Baker presented a complete set of by laws. The secretary stated that he would study these by laws and get a legal opinion. It is time to establish by laws and we must bring these by laws to a vote on the floor whether they will be adopted or not.

- The rule that no meet director can charge more than 50 Euros must be eliminated from the rules. Because of the exchange rates from one continent to another and the different currencies we don’t know what the economic conditions will be in another country. A meet director makes a business investment when promoting a contest receiving no financial help from the GPC. We are faced today with a meet director who will lose huge sums of his own money, caused partly by this rule. If we want meet directors to make another bid at a future date we can not dictate to him his entry fee.

- Country fees: Reduce the country fees for countries with less than 10 lifters to 50 euros.

- The GPC Bank and the GPC Treasurer have trouble making a bank transfer with an accurate account from the US. Maybe other countries have the same problem. In 2006 and 2007 when the US made the bank transfer for the country fee it was always a less amount than was sent. In 2007 my bank showed proof that the bank sent the correct amount. The Belgium Bank has not answered correspondence requesting accounting of the missing money. We need a better bank with better communications and the treasurer should take more interest in accuracy. I would like a discussion of this on the floor about finding a better bank that is interested in accuracy.

- Special Olympians: The US and Canada both have successful Special Olympian Divisions. I propose that the GPC establish a division for Special Olympians.
In 2004 we eliminated the sanction for the GPC World Cup because it was too close to the World Championships. Now, recently a European Team Contest was sanctioned by the GPC that has hurt attendance at the GPC Worlds in Calgary. This contest violated the spirit of the concept of no major meet so close to the GPC Worlds. This was not an approved contest and needs to be eliminated and not allowed to happen again. I would like a discussion and a vote of this at the meeting. No world records should be permitted from this contest.
Technical items.
- Equipment: We must enforce the existing rule that 2 monolifts be provided in the warm up room and one on the lifting platform.
Bars; I want to propose that for the squat that meet directors for the world championships use a 25kg squat bar. For the deadlift a 20kg deadlift bar designed especially for the deadlift, and for the bench a 20kg power bar.

- Eliminate this rule: INTERVENTION AT HEAVY ERRORS DURING CONTESTS, by the board.
The Technical committee/officers must be able to intervene at heavy errors of refereeing during a contest.
At the inception of this rule in Gent there was one incident in the deadlift. The rule was in effect. The technical committee officer did not make a decision but left the area and the argument continued. In this incident the lifter had 3 red lights. We have 3 qualified judges who have control of only one switch. I don’t think we need another source of interpretation. Maybe a rules clinic would be in order before each World Championships.
03. By Mr. W Clincke (Technical Officer).
- By General competition rules: At all competitions where “Best Lifter Awards” are presented, places will be calculated with the “Reshel” Formula. Only winners will be eligible towards Best Lifter.
If you want to go by the “Reshel” Formula, the one with the most of the “Reshel” points is the winner, no matter what the place is in a given category that is logical.
- The bid of Slovakia for the Worlds 2008.
02. By the Secretariat.
- Bid of Russia, to organize the Worlds 2008.
- Elections of;
1/ World President, Candidates: Mr. Tregloan Peter (GB), Mr. Packer Bob (USA).
2/ Technical Chairman, Candidate: Mr. Marshall Lee (GB).
