....the another major snow storm is starting in a a couple of hours here in the tri-state area. I think that is good for you because it reduces the odds of another snow storm when you come for your visit. At least, that is my theory!
Robin is correct that good warm dry footwear is essential! And layers, lots of layers. I wear a L.L.Bean fleece vest all winter long. The wind whips around the skyscrapers and makes it feel colder than other places! But as for getting around if it does snow, don't worry. Everyone in the city is used to clearing their sidewalks off very quickly. Even snow can't slow the city down. (We won't even think about any airport delays.)
As far as staying on the East side in midtown, at night it does clear out a lot as compared to the West side and you may feel a bit uncomfortable walking on a deserted street. You might feel more at east (if you are on your own) to stay where there is the most foot traffic at night.
