Ordinary decorators masking tape is excellent for creating a neat waterline. The cheapest, least tacky bargain store stuff is the best. It also tends to be significantly thinner than premium brands. The "trick" is to cut a very narrow strip (about 4 or 5mm) using a sharp knife on a glass cutting sheet. The thin strip can be stretched around bows and sterns etc. I always paint the basic hull colour first, and make sure this has been given plenty of time to dry and cure thoroughly - at least 24 hours. Acrylic paints are excellent for any work on hulls and waterlines. It dries so quickly that you rarely get any creeping of paint under the tape. I find that the Revell Aqua Color range is always reliable for this sort of work. Make sure the tape is removed as soon as the paint is touch dry but still soft. Usually, this is after 20 minutes or so.
And I endorse Roger's recommendation of lining decals from HMRS. If they're good enough for Les Hodder, they're good enough for me.....
