by 1963 jfk had sent 17,000 advisors and trainers to vietnam. there were no combat troops, per se, in the sense that american units went into battle together. we did take casualites because these advisors led s. vietnam troops into battle.
what jfk promised and delivered was assistance (training, supplies, arms, etc.) not american combat troops.
at the time of his death (if you care to read national security action memorandum 263, which was issued in october 1963) orders were to withdraw 1,000 of the advisors by the end of december 1963 and have them all out by the end of 1965.
but as we all know he was shot and killed. and several days after that johnson reversed his policies in national security action memorandum 273.
btw 100 or so advisers made it home before johnson changed the orders.
