Interesting question - what kind of background will meet IUB's next standard?

(I think IUB is more appropriate as there are so many regional campuses one must differentiate appropriately.)

Logic says do what was done with the Sampson replacement - go get a winner from a major program that is above reproach. I don't know the field that well, but I would expect the replacement will come from some program in a major conference that has a budget comparable to IUB's but is not as high profile.

In reality, IUB's lack of financial resources due to poor FB success has left it mired in the 2nd tier of the Big 10 financially it is hard to see a good way out of the mess short of drawing 70,000 to an enlarged Memorial Stadium. It budget is barely 1/2 of Purdue's and only about 1/3 that of Michigan, OSU and Wisconsin.
