Hi Iris!
Well, most school won't allow you to wear a solo costume (thats what those beautiful costumes are called) until you have reached Novice level in dancing. But of course you can start making one! It might be kinda hard though. 
If you are planning on buying a used one, I would recommend getting one from Australia....because US dollars are half as much as Australian dollars. So if you saud "australian price $400.00" it would only be $200.00 american.
