SOI rising from negative about 14 points.
Starting to look like the activity in the Indian Ocean, once the low impedence location on earth, has given way to a favorable conditions.
Also to repeat context of El Cajon dam--don't expect this rising SOI to turn into tropical weather in the EPAC. And since it's still a bit early for the Atlantic, what is left is severe weather.
