What I have seen is that eyewall towers rotate around the COC. It is hard to tell from the RT sat imagery I look at if they rotate around themselves as defined by an eyewall mesovortex.
I think they do, but their amplitude fluctuates rapidly and they are short lived, so I can't say definitively if they do.

I remember a number of TC's go RI as it approached the Cat5 gen in the west Carib and there was a tower on the eyewall at that time.
I have seen a couple cases where towers are far from the COC, they don't seem to have much effect on intensification of the TC. Also, they appear to rotate individually in a CW direction.
