Ron was just saying that maybe Lungren needs to get slapped around for his many earmarks added to non-related bills. If he's not part of the solution, he's part of the problem.
Personally, I think all earmarks need to be trashed. If any particular issue doesn't have enough merit on it's own to justify the spending, it doesn't need to be 'snuck into' other bills.
