Boot SCI Problem

I am using FDTApiExt.dll for H8S/2134F buf cannot connect to device
THE LOG FILE:
Connecting to device 'H8S/2134F' on 'COM1'
Configuration:
'BOOT Mode' connection - using emulated interface
Opening port 'COM1'...
Booting the device
Initiating the device
Initiating BOOT SCI sequence
ERROR: BootSCI() failed
I try to use different port, and all kinds of baud rate values but nothing helps. Specification for this dll tells nothing about this error.
What am I doing wrong?
