program h8/3644 on board

I tried to program the micro h8/3644 on board with flash development toolkit for thats i put the pins " Test and FVpp" to 12V a connect the board to the serial port but when a try to connect thats imposible it say:"unable to open comms" sameone know why? o what can i do?
P.S: i use the boot mode programming.
