2328 program execution doesn't start

Hi I am developing a system using a h8s 2328 microcontroller. I have some difficulties running a program from on chip flash. The program flashes ok (FDT 2.2 read verify) but the execution doesn't start. The program itself is a simple i/o pin toggle, in which first the data direction is set to the pin and then the corresponding bit in data register. The chip isn't in standby mode or anything like that details: IAR embedded workbench 2.31 (1.52a) memory model: small fdt 2.2 using 2318 kernel 18.3 Mhz with direct connection
