EVB 2148 UPB failure

Okay, everything seems to be working fine except for when I wish to program via the UPB. No matter what I get the error: Failed to set UPB baud rate to 115200. This is despite trying other baud rates, the same message is reported.
This is with both FDT and Flashsimple trying to flash the file 2148em2.mot as described in the tutorial.
I don't actually need to update the 2148 FLASH at this point but need to know that the procedure works for a 30-day return warranty
Any ideas would be appreciated.
