As for 'thinking he is better than the officer', it is usually the police who are tainted with a mis-placed sense of their own importance. As an illustration, I once asked a copper in Soho why he was detaining someone using what was clearly exessive force. His answer: 'I can use as much force as I want to!' Arrogant, and wrong, as I very much hope a civil court later told him.
