CS Gas

A friend of mines son was immobilised by the use of CS gas by HM's dog robbers. He looks like he will lose an eye and is badly burned and blistered. He claims that they gassed him from less than one foot distance.
Does anybody know the minimum distance the police are instructed to use the gas?
