H8/3687 User mode programming

Hi all:
When I use Application note "rej06b0377" to reprogram the FLASH memory in USER mode, it can't work properly. I think that when the Function "FZmain()" executed, the fuction not execute on ram!! Are there any settings on the HEW3.0 that I should set?? Thank you!!
