Hernia MD: Questions of laparoscopy or open incision on a 6-year-old.

My 6-year-old son has inguinal hernia on both sides. We went to UCSF pediatric surgery. The doctor said with open incision, the recurrence rate is lower. This is because with laparoscopy method, the doctor just close the opening, but with open incision method, they cut sth. and close the opening. I did not get quite clear what they cut with the open incision method. Doctor, would you please help me clarify it? Thank you very much. I am going to schedule an appointment in June, so that my son can still get to swimming class late in June.
