That's the artisan of war, how he fancies to call himself, with the He-man skin.
There are a lot of easter eggs, winks, jokes in League of Legends with their champions...
Sivir, one of them, has a skin based in Xena, the warrior princess.
Akali, another champion, a little girl, has two skins based in two Mortal Kombat characters (Jade and Smoke) and there is another, Shen, who has a skin based in Sub-Zero.
Nasus, who is basicly Anubis with another name, has a skin based in the Anubis of Stargate.
Shaco, who isn't only basicly The Joker from DC (even voice... the guy that played Mordekaiser dubbed him and, my god, how much Mark Hamill is that voice...), has also a skin based in the uniform of the Joker in Arkham Asylum.
And there are other easter eggs, in form of voices, like Mordekaiser... for example Orianna is a mechanic doll, but she has the voice of Glados from Portal
I can go on all day and night about the easters of League of Legends... There are so many.
And I read, I don't remember if it was in the wiki, in the official forums or some fanbase page, that they actually said 'Maybe...' to the question 'Did you based Morde in D&DC's Venger?'
And you have to admit that 'Fool!' and that 'We shall see'... are too much Venger material
