Well, for once I think Venger is bluffing with that one.
But we also have to take into consideration the knowledge of Venger about Earth. He knew from Earth before the events of 'The Time Lost' or he studied this world just to that plan?
If we assume he studied Earth just to use the Crystal of Kronos, we could assume Venger was bluffing, if not...
Difficult to say, but outside of that, we could get some inside from typical fantasy tales and from the D&D tabletop game.
For the Fantasy genre side, he could die here... maybe doing a lot of damage but eventually the paradigm of this world could have kill him by itself taking or assuming that Venger is a magical creature. His magic won't last and without magic he couldn't possible pull the 'Elminster's trick' that he uses to live through buildings collapsing in the top of him and things like that.
But if we take that the magic things usually doesn't work here, but Venger's magic did (the weapons didn't have magic here, also the amulet from 'The Beauty and the bog-beast') and assuming he has a spellbook repertoire typical for a mage in his level in the tabletop game, we could assume he could achieve total domination over the planet without a sweat.
He only needed to throw some dominate person around to key individuals, use some Summon monster IX and with a good bunch of abjurations spells (Protection from arrows works in every projectille object, even bullets; Resist energy for explossions and using things like Protection from Good and Fire Shield people attacking him could take damage even without him doing a thing) he could do practically whatever he wanted.
And even if we take only the spells from D&D that we saw him using in the cartoon series... teleport, fireball, greater transmutation, summon monster IX... and with the innate resistances he showed up in the series, like to fire or cold... Yeah, even just with that I think he could manage to do it. And without any magic user around to battle him...
I think this is a tricky question and with so little showed about Venger in the cartoon (sorry, for my 24 episodes where Venger showed up aren't enough
) we could assume a lot of things ^^
