I'm afraid the book was exclusive to the U.S. BCI red boxed set, released in 2006. I've a copy, and while I'm not willing to part with it because of the artwork, I can give you information from it. The book contains the official D&D 3.5 profiles for the Young Ones, Venger, and Shadow Demon; as well as a short adventure, but it has nothing on the actual setting.
I'm sorry, but I can't tell you anything about a quickstart.
