Frankly, I doubt the writers every really thought very deeply about it. My own feeling is that Dungeon Master was behind the Kids’ coming to the Realm, if only because he seems to be the only one who expresses no surprise at their being there, but is standing there waiting. Venger and Tiamat seem preoccupied by their battle, and Uni is just trying to escape. I don’t really recall having seen the Realm itself do anything in particular during the course of the show. Doesn’t Michael Reaves actually say that they were brought to the Realm to redeem Venger in “Requiem”?
I would guess that the original conception of Dungeon Master was of a being practically all-powerful within the Realm, but that subsequent writers realized that that simply turned him into a Boring Invincible Hero, so they found ways to limit his power in order to make him more useable within each story.
