Has he been to any physical therapy? One good excerise that you can help with is to hold his foot at the toe and heel and slowly rotate his foot in a circular motion. Another thing he can do anywhere and as often as possible to regain motion is to use his big toe to "draw the alphabet" using exaggerated motions. This will help loosen those tight liagements. Hope this helps.
