I believe this is a problem our country as a whole is having at this time and we just have to look at a locked congress unable to move in any direction to see this. We might ask ourselves if this is the right way but I believe the alternate of only one party being a member of government and having their own votes and elections while ignoring the ideas wishes and ability to be a part in the decision making of something that affects them would be a recipe for Civil War.
I am trying to convey here that maybe this will not unite "us" but it will certainly allow EVERYONE to at least feel included and a part of the community, instead of the current alternative which has not , is not and will likely never work.
There are not only 2 groups/clubs that fly HCR on a regular basis there are many more and my proposal would allow all those people to vote as well. (not on individual decisions but their representatives)
Free flight pilots that I know are a independent free thinking types with far ranging personalities and not easily herded around and dictated too.
This is definitely not an ideal world but I certainly enjoy it and I believe that if all pilots are included (in a free vote) then maybe one of us would be surprised but we would be confident that we are working "with" the majority and not trying to dictate to them.
Discounting pilots ideas and suggestions and making them fill in forms that will be reviewed by the permanent 4 has become the norm in your club.

The self aggrandizing of your club every few sentences and on your website become old. I do not see any other clubs singing their own praises constantly on their websites. It screams of a lack of confidence to me.
This is NOW the present time and we are possibly all at some kind of junction in this matter at this the "present" time. If you need constant praise for the "outstanding job" you have done for three decades and all the wonderful things you have done at HCR the time to bring that up is not NOW the PRESENT time. I am personally quite happy with some things your club has done but massively disappointed at other things. You mention about feed back from the flying community, would you care to share that feedback??
It is definitely not an ideal world and things are changing constantly but we ALL have to live with what we have not what we wish to have.
