Hey Bob Bay,
Of course you can join the club and vote after a short grace period (and that grace period can be waved by a vote of the club members). The grace period is a simple preventative measure to avoid attempts by any unscrupulous clubs that may want to vote our club into oblivion to gain control of the Use Permit at Hat Creek. No club would ever stoop that low you say? Well here's what a member of your own club says regarding this very matter; "Then open your club to free voting and that handful will be voted into oblivion. I dare you". It's pretty clear our decision to protect our investment in building a world-class site is well founded. Besides that, the USHPA is aware of this protection and doesn't have a problem with it. In fact, I'm sure the USHPA said there are other small clubs that have similar safeguards in their bylaws.
Let me ask you a question, and please answerer truthfully. Would you care about our grace period if we weren't permit holders at Hat Creek Rim? Of course this is a rhetorical question.
Regardless of the past we need to find a way to get along at the Rim. The Forest Service, the USHPA, users at the site, our club and committee are tired of the feuding and bickering. The FS has Hat Creek Rim under a microscope right now because of the entire BS going on there - that's not a good thing. We need to find a why to work in earnest for the benefit of the Rim and all who use it. You interested?
