The bombing of the USS Cole three weeks before the 2000 Presidential Election was intended to boost Bush's support in an election widely polled to be the closest in history. The successful Al Qaeda attack that killed seventeen Americans and caused $250 million in damage to the USS Destroyer challenged the US military presence in the Arabian penisula. This attack favored Bush in the forthcoming election as the warhawk of the two remaining plausible candidates in October 2000, as the challenger of an administration that had failed to diminish Al Qaeda's strength (of which Gore was a part), as the defender of Big Oil (whose supply routes were threatened by this attack, spiking oil prices), and as the candidate more supportive of Israel (the Clinton/Gore Administration widely seen as cowing to the Palestinians and forcing Israeli concessions) in its Middle East war against Islamic militants. Considering Bush's narrow margin of victory in the election, the effect of the bombing of the USS Cole was to put Bush in office by swaying the critical votes of some of the undecided's.
Bin Laden wanted Bush to be elected because Bush is crucial to Bin Laden's plan to rule the world by nuclear terrorism and portray himself as the Messiah of the Apocalypse who destroys the Great Satan. Since 9/11 set Bush in motion in a vivid portrayal of a modern Christian Roman emperor on a crusade against Islam in the Holy Land, Bin Laden has been waging a public relations war against the United States to transfer war guilt from Al Qaeda to America. This theory explains the complete absence of Al Qaeda attacks inside America since 9/11, despite the existence of numerous sleeper cells. The more Bush's aggressive, unilateralist foreign policy demonizes America in the world's eyes the closer Bin Laden comes to launching his most punishing attacks on America.
The key to victory over Al Qaeda is to rekindle America's friendly relations with the world and to isolate Al Qaeda from all other terorrists and to demonize Bin Laden. This can only be done if Bush is removed from office in Election 2004. Most probably this will have to be done in spite of another Al Qaeda boost for Bush's re-election, probably coming in the form of an attack on the White House or perhaps a botched assassination attempt on Bush. The critical point to understand is that a vote for Bush in 2004 is a vote for Bin Laden to destroy America.
