I am interested to know the demographics of your guest list and timing of the party. And if you will be getting any help.
If it isn't at meal time, or is a brunch, then making and freezing breads or muffins ahead of time might help.
If you are willing to sacrifice some of the formality, small buns and luncheon meat and fixings which guests assemble themselves may work.
If you could make it a dessert tea party then the logistics might be easier, but it would likely cost more. Or you could make it more like a cake-and-punch wedding reception for graduation.
Depending on the timing, you may find plenty of volunteers to help you prepare the sandwiches beforehand. Sometimes preparation for a party can be a party in and of itself.
I am interested in any answers you receive on your tea question. It sounds like you are only interested in serving regular tea? If you have suitable cups then perhaps you might just provide hot water and a variety of tea bags for individual selection.
I like rose hip tea as an iced tea, but you might look more to what your guests will expect. Will they see this as a formal tea party, a light brunch, a full meal, etc.?
And will you be competing with any other graduation parties at the time you have planned this?
If this party is less formal you could try to copy some ideas from Alice in Wonderland.
