We did something similar by pre-scooping and freezing the ice cream balls on trays. Use an assembly line to make; 1) drop the icecream in the glass, 2) fill with cold root beer, 3) pass glass down to fill again as the foam settles 4) give straw, napkin and glass to person.
Make a couple practice floats to determine size of scoop and amount of rootbeer...then do the math. Good luck, we had a ball doing ours.
