Whether it's "necessary", "needed" "to make it legal" etc are outside your boundaries of concern.
As a California notary you are required to notarize any legal request made of you.
I see nothing on the face of the document that is illegal, the fact that the US government requires it of every employee is proof enough for me.
Next, what are you being requested to notarize. If it's a signature of one of the three potential signers, we would need proper CA wording, and the recipient would need to tell you whether to add an Acknowledgment or Jurat loose cert's, as it's not simply a case of "California'izing" (yes I made my own word up spell check freaks
)the Notarial wording.
What other issue is there as a Notary.
Non notarial issues I could imagine might be wrongly requested of a Notary might involve verifying the ID's, signing for the employee, translating the document etc etc.... but that would just be a request outside your duties, not that the document can't be notarized as stated.
