IF they are only renewing their vows, they're not getting married again, so no marriage license is needed and anyone can perform the ceremony.
Some clergy and notaries (in FL, ME, SC) do perform vow renewal ceremonies, but not all of them. Again, they're already married, so no license is needed as they aren't remarrying, just renewing their faith and vows.
